A quest is considered author-discontinued if its author(s) have explicitly declared no intention to finish it.

It's not sufficient for the quest to merely be abandoned. That would make it a Dead Quest, or put it On Hiatus if the quest has archived threads. It must be announced by the author(s) as being the most complete it will ever be.
